"Above board" is a nautical term that refers to something being done openly, honestly, and in a straightforward manner, without any deceit or dishonesty. It originated from the practice of pirates hiding crew members below deck during a raid, while those who were visible on the upper deck were considered to be "above board" and acting openly.
