Health Status: When a vessel displays the Quebec flag, it communicates that the vessel is reporting its health status as “healthy” and is requesting permission for free pratique. Free pratique refers to the permission granted by port authorities for a vessel to enter the port and begin operations, indicating that there are no health concerns or diseases onboard that would require quarantine measures.

Nautical or signal flags are used at sea to convey messages over long distances. Only black, blue, red, white and yellow are used because these are the only colours readily distinguished at sea. Many different coding schemes have been used, but the International Code is the most common.
